The Hun Sen Cup has its own history alongside the Cambodian league. This guide gives a clearly delimited table of documented winners and explains how to check a final, a season label and a penalty score. It is a verified selection of editions, not an invented complete list from 2007 to the present.
Name the competition before counting trophies
A club can win a league, a domestic cup, a Super Cup or a friendly tournament. Those achievements belong in separate categories. The Hun Sen Cup is the competition named in this guide; a league championship or an appearance in the Cambodian Super Cup should not be added to its winners list.
Some official announcements use a longer ceremonial competition name. Keep the short familiar name in the heading for readers, but retain the edition label from the source. That makes it possible to compare records without treating a different wording or a new sponsor as a new tournament.
The beginning and the limits of this table
AFF's 2019 preview states that the competition began in 2007 and identifies Khemara Keila as the inaugural winner. The same article identifies Ministry of National Defense as the defending champion after the 2018 final. These are historical statements tied to a dated report.
The table below includes only editions for which the cited primary sources establish a winner. Missing years are gaps in this guide's documented selection, not seasons in which no tournament occurred. Do not fill them by repeating the preceding winner, or by choosing the club that finished highest in the league.

A publication year is not always the edition
Cup records can use a calendar year or a season spanning two years. Copy the label actually established by the source rather than forcing every row into one calendar-year format. An announcement issued before a Super Cup may identify the winner of the previous domestic-cup edition.
Older websites sometimes migrate articles and display a later publication date. If the body discusses another season, do not assume the new timestamp changes the historical event. Seek a second primary reference when the edition is ambiguous. A visible contradiction is a reason to narrow the claim, not to silently choose the more convenient date.
Understand the 2019 and 2021 penalty examples
AFF describes Boeung Ket's 2019 final as a 1-1 match followed by a 5-4 shootout. Its 2021 report describes Visakha's final against Svay Rieng as 2-2 after extra time before a 5-4 shootout. These examples show why a results table needs more than one numerical field.
Write the match score first, then label penalties separately. If extra time was played, retain that information too. A shootout selects the advancing team after play; its kicks must not be included in a player's normal match-goal total or added to the match score to create an artificial high-scoring final.
Read the rule for the edition and round
IFAB Law 10 permits competition rules to specify methods for deciding a winner when a match or tie is level. The competition organiser's regulations determine which permitted method applies to a particular round. A final from one year therefore does not prove the procedure used in every earlier qualifier or future edition.
For a supporter attending a knockout match, check whether the tie has one or two legs and how a level outcome is resolved. This affects both your understanding of the score and your return journey. A second leg may be drawn while one team still advances on aggregate.
Keep historical title counts dated
AFC's April 2024 report calls Svay Rieng's victory its fifth Hun Sen Cup title. That is a useful historical description, but the word fifth belongs to the date of that report. It should not automatically become the club's current total years later.
If you want an all-time ranking, verify every relevant edition and define whether club renamings are treated as continuous identities. Count each final once and document the identity rule. Avoid combining senior men’s titles with youth, women’s or regional competitions simply because the club or province name appears in both.
Compare editions without turning archive coverage into a ranking
A selected honours table can support a careful comparison, but the comparison must use the same question for every club. If the question is who won the documented 2021 edition, the AFF final report gives a clear answer. If the question is which club has the greatest complete cup record today, this selected table is not sufficient because its coverage is deliberately incomplete. Changing the question changes the evidence required.
For a classroom or supporter discussion, mark each row as a champion fact, a final-result fact or a broader historical statement. A source may support the first without supplying the second. This prevents a missing score from being interpreted as an uncertain champion, and prevents a verified champion from giving false confidence about unrecorded details. Keep an explicit list of editions still to research. That turns the gaps into a practical research plan instead of hiding them or assigning an invented winner. When new primary evidence is found, add the edition and its source together so later readers can reproduce the work.
The final venue is an event fact
The 2019 and 2021 AFF reports name RSN Stadium for those finals. That does not make RSN the permanent venue for the Hun Sen Cup, and it does not tell you where the next final will take place. Use the organiser's current final announcement for practical travel information.
A historical ground name should remain in the archive with the event date. If you also provide a current venue name, make the relationship explicit and verify it. For visitors, the accurate match notice is more useful than a general assumption that every national final uses one of the two large national stadiums.
Checklist for adding a winner to your own archive
- Find a federation, league or club primary report that actually names the winner.
- Record the precise competition and edition, not only the article publication year.
- Separate the match score, extra time, penalties and any aggregate.
- Retain the opponent and event venue when the source establishes them.
- Keep the source URL beside the row so another reader can verify it.
- Mark missing editions as unverified rather than inventing entries.
- Date any cumulative trophy total and keep different team categories separate.
Use the honours to understand clubs
The documented sequence connects several of Cambodia's important clubs through different finals. It can guide further reading about Boeung Ket, Visakha, Svay Rieng and Crown, but it should not become a ranking of their current strength. A past winner's present squad and league position require current-season evidence.
For a school project or supporter presentation, the best output is a short table that remains traceable. Include the scope note directly above it so a reader does not mistake selected examples for a complete national archive. Expand the table only as additional primary records are verified.

Frequently asked questions
Is this the complete Hun Sen Cup winners list?
No. It is a selected, explicitly documented table. Years not shown have not been fully verified for this guide and must not be interpreted as cancelled editions.
Why does the table include 2024/25 instead of only 2025?
That is the edition label used by CPL when identifying Phnom Penh Crown as the cup champion. Preserving it avoids confusion between a season and an announcement date.
Do penalty kicks count as match goals in the honours table?
No. Record the score after play and the deciding shootout separately, with extra time or aggregate labelled where relevant.
